The Fair Political Practices Commission – The Political Reform Act requires CSU, as an agency, to adopt and communicate Conflict of Interest (COI) codes. The Act contains a general prohibition against conflicts of interest. The Conflict of Interest law seeks to minimize the extent to which public employees pursue their own financial interest at the expense of the public interest.

You may be required to complete the Statement of Economic Interests (Form 700 and/or a Form 700-U) and on-line ethics training depending on your employment status and responsibilities. In addition, Auxiliary Board members are required to file a Conflict of Interest-Related Parties Questionnaire.

Summary of Statement of Economic Interests and On-line Ethics Training
If you are: Requirements Office of Record
A procurement card holder Form 700 must be filed upon :
  1. Receiving a Procurement Card
  2. Annually, as notified by campus filing officer
  3. Separation from University or no longer having a procurement card
On-line Avoiding Conflict of Interest training must be completed every 2 years
Human Resources and Payroll Services
A Designated Employee as defined by University Form 700 must be filed:
  1. Within 30 days of assuming office
  2. Annually,  as notified by campus filing officer
  3. Separation from the University
On-line Avoinding Conflict of Interest training must be completed every 2 years
Human Resources and Payroll Services
A Principal Investigator on a contract or grant Form 700-U must be filed:
  1. Prior to award of the contract or grant
  2. Interim form due 30 days after the award, contract, or grant is renewed.
On-line Avoiding Conflict of Interest training must be completed within 6 months of receiving the grant, and at least once every 2 years.

A Principal Investigator on a contract or grant with any Public Health Services (PHS) agency, such as National Science Foundation, U.S. Dept. of Health and Human Services (including National Institute of Health) Form 700-U must be filed:
  1. Prior to award of the contract or grant
  2. Interim form due 30 days after the award, contract, or grant is renewed.
On-line Avoiding Conflict of Interest training must be completed prior to engaging in any research related to any PHS-funded grant, and at least every 4 years.
